Besides the Milan Community Network creation and management, FRCM and LIC main e-participation practices and experiences are:
- partecipaMi.it. Born in 2006, partecipaMi.it is an e-participation portal aimed at enhancing public dialogue between citizens and their representatives around issues and problems (i.e. mobility, public services, educational and social issues, …) relevant for the present and the future of Milan city;
- Sicurezza Stradale. Sicurezzastradale is a joint initiative undertaken by FRCM and Ciclobby Milano Onlus, in 2008 to report and discuss mobility, traffic and security problems in the Milan city area;
- e21 – Digital governance in Agenda 21 (September 2006 – November 2008). The e21 project supported the traditional offline Local Agenda 21 processes on-going in 10 Municipalities of Lombardy Region with online facilities, such as a free dialog area enriched with tools for finalizing discussions to a shared position, for supporting brainstorming as well as deliberative meetings and for counting people's preferences (certified online pools). On behalf of A.I.Re.C., the Association for Informatics and Civic Networking of Lombardy, which was in charge of the scientific direction of the Project, FRCM was responsible to co-ordinate and develop the e-participation platform realized within the project (OpenDCN) and to manage the e21 web pages during the 10 pilot project experiences in the local Municipality partners (Mantova – consortium leader, Brescia, Como, Desenzano, Lecco, Malgesso, Pavia, San Donato Milanese, Vigevano e Vimercate). FRCM was also in charge for the training activities to the openDCN usage for e-participation promoters and municipality’s personnel. The following experiences are particularly significant: Vimercate on line: “Io faccio la mia parte” (Vimercate Municipality e-participation platform); "Partecipo, dunque faccio. Il sito del progetto di partecipazione digitale" (Vigevano Municipality e-participation platform); "Desenzano p@rtecipa: Mi informo. Partecipo. Scelgo" (Desenzano del Garda - BS Municipality e-participation platform).
FRCM also leads several initiatives in collaboration with the Milan Province:
- Associazioni.milano, the Milan Associations service. associazioni.milano, promoted by Milan Province and ran by FRCM, offers free web tools and services (i.e. web-site, forum, newsletter…) to Milan Municipality and Province non-profit associations with the aim to promote their active and participative presence in the web and to give them a chance to interact, share and confront each other’s experiences; associazioni.milano counts more then 300 registered association;
- Appuntamenti Metropolitani - Metropolitan Events. developed since 2000 in collaboration with Milan Province, Appuntamenti Metropolitani is the on-line interactive diary which provides information on “what’s going on” in Milan area (performances, exhibitions, conventions, and sport events taking place in the Province of Milan), open to those who wants to be informed (also by SMS) or to post information: associations, local administration, museums, schools but also private citizens and any other public or private body;
- Giuntaperta. An online environment developed in collaboration with the Milan Province for allowing citizens to actively participate to the public discussion on relevant local topics and projects of the province council order of business.
Other examples of e-Participation initiatives promoted by FRCM and LIC are:
- “Navigli in rete”, an initiative promoted by FRCM in collaboration with the “Bei Navigli” Association. It is aimed at promoting discussion and participation on projects related to the territories of the Navigli (the Milan navigable rivers);
- South Africa e-soccer FIFA 2010 - enhancing social cohesion in local communities throughout interest in soccer;
- Milan - FLC CGIL, aimed at supporting a labor union consultation;
- Milano - 68Cittastudi, an online community environment for supporting a local association in sharing ideas and opinion on the city;
- TruEvote – a Secure and Trustable Internet Voting System based on PKI (October 2002 – June 2003). FRCM coordinated the trials within the EU funded project TruEvote where the Università degli Studi di Milano, Dept. of Information and Communication, developed a secure e-vote protocol. The pilot experience was held in a Milan secondary school, where a number of students tested the voting system: such experience has been one of the first usage of a certified consultation web-tool.
Most of the examples above mentioned run over the openDCN open source e-Participation platform designed and implemented since 2004 by FRC and LIC. It provides dedicated tools to support participation and deliberation.
