Active citizenship: the e21 project - digital governance in Agenda 21

The e21 project – Digital governance in Agenda 21 (September 2006 – November 2008) supported the traditional offline Local Agenda 21 processes on-going in 10 Municipalities of Lombardy Region with online facilities, such as a free dialog area enriched with tools for finalizing discussions to a shared position, for supporting brainstorming as well as deliberative meetings and for counting people's preferences (certified online pools).

On behalf of A.I.Re.C., the Association for Informatics and Civic Networking of Lombardy, which was in charge of the scientific direction of the Project, FRCM was responsible to co-ordinate and develop the e-participation platform realized within the project (OpenDCN) and to manage the e21 web pages during the 10 pilot project experiences in the local Municipality partners (Mantova – consortium leader, Brescia, Como, Desenzano, Lecco, Malgesso, Pavia, San Donato Milanese, Vigevano e Vimercate). FRCM was also in charge for the training activities to the openDCN usage for e-participation promoters and municipality’s personnel.
